Human rights education remains inseparable from and integral to the formation and sustenance of human rights cultures. By ?culture? we mean here the values, beliefs, symbols and sentiments increasingly shared by all human beings, which represent ways of living and being in this world. Human rights education teaches both about human rights and for human rights. Its goal is to help people understand human rights, value human rights and take responsibility for respecting, defending and promoting human rights. The ultimate goal of human rights education is people working together to bring about human rights, justice and dignity for all. In a country like India where the whole social structure is based in institutionalized inequality,it is hard to ?teach? human rights subject. The entire environment and the social and cultural influence arising from it are geared to ensuring that every child accepts inequality as normal in equalities are income based, gender based, caste based and region based. In this contemporary Indian situation relatively demands broadening of HRE in real sense. Advocacy on HRE can be made as an activity to foster and promote human rights Culture.
