Decentralization in Mali has resulted in the establishment of local authorities with legal personality and financial autonomy. The competences transferred by the State to the territorial authorities were at the origin of the creation of the territorial public service through law N°95-022 of 20 March 1995 recently modified by law N°2018-035 of 27 June 2018. The transfer of competence was accompanied by a transfer of resources from the State. According to the statistics provided by the National Directorate of the Civil Service of the Territorial Collectivities (DNFPCT), nowadays it has 58,316 agents distributed among the different levels of local government and the different sectors of local administration. According to the General Directorate of the Budget (DGB), the financial burden of local government personnel increases from year to year and amounted to 150.397 billion CFA francs in 2018 (2019 finance law). The diagnosis shows us that this situation deserves a thorough reflection in the sense of an efficient administration for a sustainable development of local authorities.
