No Writ of Habeas Corpus required. For over a century, federal and state government welfare programs, churches, and other charitable organizations have struggled to solve the homeless citizenry problem. In the year 2027, they all give up and create the Derelict Control Authority Patrol (D-CAP) better known as the bum patrol to collect the homeless, drunks, and bag ladies from off the streets and out of the bus stations. Once targeted by the bum patrol, there is no recourse and they are put on body trains (B. T.s) and shipped off to the Essex Street People Sanctuary... better known as agony junction... in the middle of the Mojave Desert. Naturally, in an operation of this size, mistakes can be made. One of those mistakes is a San Francisco architect named Jan Holt. Returning from a disastrous Alaskan fishing trip, Holt was a mess. To start out with having fallen off a cliff, then, on his way to the hotel from the airport, he is rolled by a taxi driver and is left lying on the street unconscious with no identification, is picked up by the D-CAPs, and is shipped off the agony junction. A. J. is ruled over by a social worker named Raymond A. Goodall from whom all good things flow. Goody, as he is known, knows a good thing when he sees it. Holt is not the only mistake in A. J. and these mistakes obviously have outside world assets that Goody can confiscate because he'll see to it that these mistaken "residents" never get beyond the double microwave fences that surround the reservation. But all things do not necessarily go as planned.
