After global warming and sea level rise the Earth is completely covered with water. The surviving humans find themselves in a new environment. The United States of America now consists of twenty four floating airports/cities, their surrounding refugee fleets, and the remaining Coast Guard and Navy ships. Meanwhile, the unprepared Russians turn to piracy and the Chinese who chose to build ten huge ships, a short term survival strategy, lay siege to the Floating Airport/City of Brisbane-Gold Coast. In a world with no land, no ports the US builds two mobile, floating, Fleet Command Centers with the most powerful railguns in history and cpable of drydocking an LHD or CVN to deal with Russian piracy and the Chinese siege of Australia, Will mankind die trying to survive on this ocean planet or will they prosper?
