Nigeria has sought to attract foreign direct investment outside of the extractive industries without much success. Rather it continues to attract foreign direct investment predominantly in the oil and gas sectors. By benchmarking Nigeria with China and India, two developing countries particularly adept at attracting all forms of foreign investment in almost all spheres of endeavour, we review inwards and outwards FDI in all three developing countries. In concluding, we attempt to give reasons as to Nigeria's failure to attract quality FDI with the result that perceived linkages in technological transfer and Managerial Organisation are all but absent in the foreign investment Nigeria does attract.
