Due to its relatively recent development, little research has been devoted to the comparative evaluation of digital democracy in differing European countries. The focus of this paper, therefore, lies in contrasting the respective approaches to digital democracy in France and Germany. This paper aims to critically evaluate the advancement of e-democracy in France and Germany and to observe the diverse mechanisms and approaches chosen to make e-democracy a stable and beneficial digital tool in Europe. Using a comparative case study approach based on theoretical aspects, the report successively contrasts particular elements which reveal the progress of e-democracy in each country assessed. The results are discussed and evaluated. The future of E-democracy in Europe, in particular in France and Germany, is then assessed.
