A performance based evaluation stimulates people to work very hard to achieve targeted objectives within a fixed time frame. In agriculture sector, it leads to more collaboration and partnership; it creates strong ties among all stakeholders involved in the sector and all actors are aware that their progress depend heavily on others' performance. Although, Rwandan population is growing rapidly leading to more land fragmentation, the performance contract initiative has Kept the country food secure. Its structure and working principles may serve as a good example for agriculture transformation leading to food security in many developing countries throughout the world. How to maintain food secure people in environment where scarcity of farming land is a major constraint? Some of the answers are provided.
